The key height threshold

The City of Calgary says a retaining wall or garden box typically requires a building permit when it retains 1.2 metres or more of soil. Nearby walls or boxes can be considered together when they are within one metre of each other and their combined retained height reaches that threshold.

  • Measure retained soil, not only the visible face
  • Account for stepped or closely grouped walls
  • Confirm property lines and restrictions before final layout

A development permit may also apply

A wall that does not meet land-use rules for its design or location may also need planning approval. Site-specific conditions, registered restrictions, utilities, and loading can change the review required.

  • Review the current City checklist
  • Confirm whether drawings or professional design are required
  • Allow permit review time before promising a construction date

How Picasso handles the early conversation

Picasso can identify visible grade, access, drainage, and layout questions during scoping. Final permit responsibility and any engineering requirement should be confirmed against current City guidance and the approved proposal.

  • Photograph the full slope and nearby structures
  • Share any survey or real-property report available
  • Discuss drainage and what sits above the proposed wall
  • Call 311 or the City's Planning Services Centre when requirements are uncertain
